In 1985, the United States Congress ordered the Army to destroy its existing stockpile of chemical weapons and authorized the Chemical Stockpile Emergency Preparedness Program. Laws regarding this program guaranteed maximum protection to communities near the chemical weapon stockpiles, and led to an agreement in 1988 between the Army and the Federal Emergency Management Agency (FEMA) to begin preparedness measures.

Chemical Stockpile Emergency Preparedness Program (CSEPP) is a federal, state, and local partnership. The Madison County, Ky. office was established in 1989, and merged with Madison County's Civil Defense Office in 1994 to become the Madison County Emergency Management Agency.
